According to the Guiding Opinions on Building a Modern Environmental Governance System issued by the General Office of the CPC Central Committee and the General Office of the State Council and based on the actual situation, the following implementation opinions are put forward to vigorously promote the modernization of Shanghai’s environmental governance system and governance capabilities.

With Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era as the guidance, efforts shall be made to comprehensively fulfill the spirit of the 19th CPC National Congress and the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee, thoroughly follow and implement Xi Jinping Thought on Ecological Civilization and the spirit of the important speech delivered by General Secretary Xi Jinping during his visit to Shanghai, conscientiously practice the important concept of “a people’s city built by the people, and for the people,” improve the legal system, and innovate and optimize governance patterns, so as to achieve excellent interaction between government governance and social adjustment as well as enterprise autonomy, thus providing a strong guarantee for promoting the high-quality development of Shanghai’s economy, accelerating the development of an ecological city and the early construction of a beautiful Shanghai with blue sky, clear water and green land.

Main Objectives
By 2025, the leadership responsibility system, the enterprise responsibility system, the national action system, the supervision system, the market system, the credit system, the regional collaboration system, and the system of laws, regulations and policies for environmental governance shall be established and improved at a high level and to a high standard. The responsibilities of various actors shall be completely implemented, and participation of market players and the public shall be fully encouraged. A modern environmental governance system with clear guidance, science-based decisions, rigorous enforcement, effective stimulation, diversified participants, and sound interactions will be established. Shanghai will blaze a trail in modern environmental governance that has Chinese characteristics, reflects the features of Shanghai, and conforms to the character and laws of a mega city, provide more high-quality ecological products for the people, and continue to maintain its leading position in the country in terms of ecological environment protection and environmental governance.
1 Improving the environmental leadership responsibility system
(1) Further clarifying environmental governance responsibilities
·To revise the Regulations of Shanghai Municipality on Responsibilities for Ecological Environmental Protection (Trial). To establish and improve the leadership mechanism for ecological civilization construction, adhere to and improve the rolling mechanism of the three-year action plan for environmental protection and construction, and further advance the implementation of the river chief system and lake chief system.
·To strengthen departmental coordination and Tiao-kuai synergies by relying on the comprehensive management center platform for city operation. To explore the establishment of a new model of “minimal unit” environmental governance in towns and industrial parks.
(2) Optimizing the target evaluation and inspection mechanism
·To incorporate the main indicators of ecological environment protection into the high-quality development evaluation system.
·To formulate implementation plans for evaluating the effectiveness of pollution prevention and control.
·To formulate the Implementation Measures of Shanghai Municipality on “The Regulation on Central Inspection Work on Ecological and Environmental Protection.”
