Review on the Work of Shanghai’s VOCs Emission Control

Since the 18th National Congress of the Communist Party of China, Shanghai Bureau of Ecology and Environment has continued to carry out the air pollution prevention and control action plan under the instruction of President Xi Jinping’s thoughts on ecological civilization construction. The bureau focuses on the control of PM2.5 pollution generated in the process of industrial production, targeting key industries and typical technologies and implementing whole-process control and different measures on different industries. The bureau has improved relevant regulations and standardized systems, and established a monitoring system in order to enhance volatile organic compounds (VOCs) emission control. The bureau has finished all tasks and objectives as a result of the government guidance and public participation. The city’s air quality has greatly improved.

 

The bureau has reviewed the work on VOCs emission control in the past five years in order to sum up achievements and experience.

 

From 2013 to 2017, Shanghai took the following measures to enhance VOCs emission control:

 

Firstly, the bureau reduced VOCs emission at its industrial sources. It sorted out over 200 industrial enterprises in key industries according to their emission and further promoted the emission prevention projects in over 2,000 industrial enterprises.

 

Secondly, the bureau enhanced emission control at its social sources including gas stations, oil storage, vehicle repairing and catering as well as vehicles and other mobile sources. Targeted measures were adopted for emission control.

 

Thirdly, the bureau organized nearly 100 staff members and experts to assess the results of the emission prevention projects in these enterprises.

 

Fourthly, the bureau established a one-stop management platform and simplified relevant procedures.

 

Fifthly, nearly 10 seminars were held in these enterprises for the purpose of training, publicity and technical exchanges.
