Shanghai delimits prohibited areas for high-emission non-road mobile machinery

In recent years, Shanghai has made significant achievements in air pollution control. However, emission control of non-road mobile machinery (NRMM) is still a weak link of the city’s environmental protection management. According to the survey, the city has about 100,000 NRMM with an excessive emission rate of over 30 percent. Over 40 percent of the machinery is powered by 0 # and 1 # diesel oil.


The state’s three-year Blue Sky Protection Campaign plan and the action plan tackling the pollution of diesel trucks clearly put forward the requirements of delimiting prohibited areas for high-emission NRMM and strengthening environmental supervision of the machinery. In order to do this work well, the city revised its Regulations on the Prevention and Control of Air Pollution last year and clarified a series of legal requirements and responsibilities for strengthening the management and supervision of NRMM. To this end, the municipal government recently issued the Notice of the Shanghai Municipal People's Government on the Delimitation of Prohibited Zones for High-emission Non-road Mobile Machinery.


The action of NRMM control, first of its kind in the city, will be given certain buffer time and be implemented in two stages. The first stage of the action will start from October 1 this year. The use of NRMM below the national I emission standard is prohibited within the Outer Ring Road (included) area. All mechanical emissions should meet the Class III limit requirement clarified in the “Limits and Test Methods for Exhaust Smoke of Non-road Mobile Machinery Powered by Diesel (GB 36886-2018).” For the second stage of the action which will start from October 1 next year, the use of NRMM that is below the national I emission standard and produced before October 1, 2009 will be prohibited outside the Outer Ring Road.

Since May 1, Shanghai has been carrying out the registration and identification mark issuance of the NRMM. According to relevant regulations, the registration of the machinery in use should be finished before September 30 and qualified plates should be attached. New machinery should be registered within the prescribed time limit. Owners of the machinery may apply for registration and get the identification marks on the "Shanghai NRMM Platform" or at the designated service windows according to the Trial Measures for Registration and Identification Mark Management of NRMM in Shanghai issued by the Municipal Bureau of Ecology and Environment.


Special "environmental license plates" should be put on the NRMM used in the city. The NRMM should be used within the areas specified and divided according to different emission levels of the machinery. Violators will be punished in accordance with the "Shanghai Regulations on the Prevention and Control of Air Pollution."
