On March 18, the Shanghai Municipal Bureau of Ecology and Environment and Chongming District signed a cooperation framework agreement to jointly promote the construction of a world-class eco-island and carbon neutrality demonstration zone. Cheng Peng, Secretary of the Party Leadership Group and Director of the Shanghai Municipal Bureau of Ecology and Environment, and Li Zheng, Secretary of the Chongming District Party Committee, attended the signing ceremony and delivered speeches.

Li Zheng thanked the Shanghai Municipal Bureau of Ecology and Environment for its strong support to the construction of Chongming world-class eco-island. He said that Chongming District will advance the peaking of carbon dioxide emissions and the achievement of carbon neutrality based on the actual situation of the three islands of Chongming. Chongming will speed up the promotion of carbon emission reduction, focus on increasing carbon sink capacity, lead high-quality development and create high-quality life with high-level ecology, and strive to become a carbon neutrality demonstration zone with global influence that prioritizes ecological conservation and boosts green development, so as to make greater contributions to help Shanghai in accelerating the peaking of carbon dioxide emissions and the achievement of carbon neutrality.

Cheng Peng said that in recent years, Chongming District has been committed to building itself into a world-class eco-island with higher standards and higher quality, and has actively implemented the “ecology+” development strategy, which has blazed a new path for the development of ecological civilization, and made important contributions to the construction of ecological civilization and an excellent global city of Shanghai. Under the new situation, it is Chongming’s responsibility and obligation to be a pioneer and a model in achieving Shanghai’s goal of “peaking carbon dioxide emissions by 2025,” and to set an example of prioritizing ecological conservation and boosting green development for Shanghai and the Yangtze River Economic Belt.He emphasized that the signing of the cooperation agreement between the two parties is an important measure to actively fulfill the spirit of General Secretary Xi Jinping’s important speech on peaking carbon dioxide emissions and achieving carbon neutrality, implement the relevant work arrangements of the Shanghai Municipal Party Committee and Municipal People’s Government, and promote the construction of Chongming world-class eco-island. To achieve carbon neutrality is a complex system project, a tough battle, and a big test. For this reason, in the process of advancing the work, the two parties need to pay attention to the systematicness, the scientificity and the masses. The Shanghai Municipal Bureau of Ecology and Environment will cooperate sincerely with Chongming District to plan and act as soon as possible. He believed that the efforts will provide the Shanghai sample, Chinese experience, and global solution for the advancement of the strategies for achieving carbon neutrality, work the new miracle of Chongming’s ecological civilization, and showcase its new outlook as a world-class eco-island.

According to the agreement, the two parties will cooperate in investigating and analyzing the characteristics of Chongming’s carbon emissions, researching and formulating an action plan for the carbon neutrality demonstration zone in line with the positioning of Chongming world-class eco-island; explore carbon neutrality demonstration projects that can be replicated and promoted in line with the reality of Chongming, and plan a practical technical roadmap and implementation path for the carbon neutrality demonstration zone; create a platform for technological innovation and industrial research and development, and work together to build Chongming into a highland for the development and application of green and low-carbon technologies, as well as the industry; strengthen communication and collaboration, promote the construction of the carbon neutrality demonstration zone in Chongming, and make it a leader in carbon neutrality.

Miao Jing, Deputy Secretary of the Chongming District Party Committee, presided over the signing ceremony. Bo Guoqiang, Chief Engineer of the Shanghai Municipal Bureau of Ecology and Environment, and Zhang Zhitong, Deputy District Mayor of Chongming District, signed the contract on behalf of both parties. Qu Jining, second-level inspector of the Shanghai Municipal Bureau of Ecology and Environment, heads of related departments, offices, and Shanghai Academy of Environmental Sciences (SAES), and heads of related committees, offices, and bureaus of Chongming District attended the ceremony.
