General info: Cheng Peng, Han Chinese from Dongkou, Hunan, born in September 1966, is a member of the CPC and senior engineer with a master’s degree and a doctoral degree of law. Currently, he serves as the Secretary of CPC Group and Director at the Municipal Bureau of Ecology and Environment.
Work experience: In 2004, he was appointed as Deputy Director of China National Forestry Economics and Development Research Center (deputy director level); in 2007, he was appointed as Secretary of CPC Group and Commissioner (director level) of the Supervising Commissioners’ Office of National Forestry Administration in Haikou (for the region of Guangdong, Guangxi and Hainan), and Director of Offices of National Forestry Administration’s Endangered Species Importing and Exporting Management Center in Haikou, Guangzhou and Nanning; in 2010, he was appointed as Director of the Office of National Forestry Administration’s Endangered Species Importing and Exporting Management Center in Shanghai, and Secretary of CPC Group and Commissioner at the Supervising Commissioners’ Office of National Forestry Administration in Shanghai (for the region of Jiangsu, Zhejiang and Shanghai); in 2012, he was appointed as Deputy Director (director level) and member of CPC Group of Shanghai Municipal Planning and Land and Resource Administration; in 2015, he was appointed as Deputy Secretary (director level) of CPC Group of Jinshan District; in May 2019, he was appointed as Secretary of CPC Group and Deputy Director of Shanghai Municipal Bureau of Ecology and Environment; and since June 2020, he has been serving as Secretary of CPC Group and Director at the Municipal Bureau of Ecology and Environment.
Zhu Shiqing

Currently, he serves as member of CPC Group, Deputy Director, Secretary of CPC Committee of its directly controlled offices, and Level 1 Inspector at the Municipal Bureau of Ecology and Environment.
Work experience: In 2003, he was appointed as Member of CPC Group and Deputy Director of the Municipal Water Authority; in 2009, he was appointed as Member of CPC Group and Deputy Director of the Municipal Water Authority and the Municipal Oceanic Bureau; in 2017, he was appointed as Member of CPC Group, Deputy Director and Secretary of CPC Committee of the offices ofthe Municipal Water Authority and the Municipal Oceanic Bureau; in 2018, he was appointed as Member of CPC Group and Deputy Director of the Municipal Bureau of Ecology and Environment; in 2019, he was appointed as Member of CPC Group, Deputy Director, and Secretary of CPC Committee of the directly controlled officesof the Municipal Bureau of Ecology and Environment; and since October 2019, he has been serving as Member of CPC Group, Deputy Director, Secretary of CPC Committee of its directly controlled offices, and Level 1 Inspector at the Municipal Bureau of Ecology and Environment.
Wu Qizhou

Responsibilities: Environmental protection inspection, air pollution control, noise pollution control, climate change, environmental emergency response, and environmental law enforcement.
General info: Wu Qizhou, Han Chinese from Huanggang, Hubei, born in May 1966, is a member of CPC and engineer with a master’s degree and doctoral degree of engineering. Currently, he serves as Member of CPC, Deputy Director and Level 1 Inspector at the Municipal Bureau of Ecology and Environment.

Su Guodong

Luo Hailin

Responsibilities: Cap and pollution reduction, soil and groundwater pollution control, environmental management of chemicals and solid waste, environment monitoring, environment statistics, IT application in ecology.
General info: Luo Hailin, Han Chinese from Suzhou, Jiangsu, born in February 1964, is a member of CPC and senior engineer with a master’s degree of science. Currently, he serves as Member of CPC Group and Deputy Director at the Municipal Bureau of Ecology and Environment.

Chen Weiping

General info: Chen Weiping, Han Chinese from Cixi, Zhejiang, born in August 1963, is a member of CPC with a bachelor’s degree and an MBA. Currently, she serves as Head of the Discipline Inspection and Supervision Team of Shanghai Commission for Discipline Inspection and Municipal Supervisory Committee at the Municipal Bureau of Ecology and Environment, Member of the 11th Municipal Commission for Discipline Inspection, and Member of CPC Group at the Municipal Bureau of Ecology and Environment.
Work experience: In 2015, she was appointed as Inspector of the Municipal Planning and Land and Resource Administration; in 2016, she was appointed as Head of the Discipline Inspection and Supervision Team of Shanghai Commission for Discipline Inspection at the Municipal Bureau of Environmental Protection and Member of CPC Committee of the Bureau; and since November 2018, she has been serving as Head of the Discipline Inspection and Supervision Team of Shanghai Commission for Discipline Inspection and Municipal Supervisory Committee at the Municipal Bureau of Ecology and Environment and Member of CPC Group at the Bureau.
In 2017, she was appointed as Member of the 11th Municipal Commission for Discipline Inspection.
Bai Guoqiang
Chief Engineer
Responsibilities: Environmental planning, budget and financial management, auditing, promotion of three-year action plans, ecological and environmental protection coordination in the Yangtze River Delta area, institutional reforms for ecology, environmental policies, one-on-one cooperation and exchanges, environmental management in industrial areas, environmental research and foreign affairs, coordination in IT application in ecology. He is also the press spokesperson of the Bureau.
General info: Bai Guoqiang, Han Chinese from Shanghai born in March, 1966, is a member of China Democratic League with a master’s degree and a doctoral degree of engineering. Currently, he serves as Chief Engineer of the Municipal Bureau of Ecology and Environment and member of the 13thCPPCC Municipal Committee.
Work experience: In 2018, he was appointed as Chief Engineer of the Municipal Bureau of Environmental Protection. Since November 2018, he has been serving as Chief Engineer of the Bureau. In 2017, he was appointed as Member of the 13th CPPCC Municipal Committee.

Responsibilities: Petitions, hotline, reception and public opinions, handling of proposals and motions, promotion and education, security and stability.

Work experience: In 2011, she was appointed as Member of CPC Committee and Assistant Inspector of the Municipal Bureau of Environmental Protection, Member of the Standing Committee of Shanghai People's Congress, and Member of Urban Construction and Environmental Protection Committee; in 2012, she was appointed as Member of CPC Committee, Secretary of CPC Committee of affiliated organs, and Assistant Inspector of the Municipal Bureau of Environmental Protection; in 2018, she was appointed as Secretary of CPC Committee of affiliated organs, and Assistant Inspector of the Municipal Bureau of Ecology and Environment; in 2019, she was appointed as Assistant Inspector of the Secretary of CPC Committee of affiliated organs, and Assistant Inspector of the Municipal Bureau of Ecology and Environment; and since June 2019, she has been serving as Level 2 Inspector at the Municipal Bureau of Ecology and Environment.
