1. General Office (Division of Publicity and Education, Office of Public Complaints and Proposals)

In charge of dealing with administrative affairs and Party daily work. To be responsible for information, security, confidential work, handling complaints and government affairs transparency. Take the lead in information technology construction and management. To organize environmental publicity and education.

2. Supervision Office of Ecological and Environmental Protection  

To supervise the Party and government's implementation of ecological and environmental protection. To formulate, organize and implement the inspection system, work plans, and implementation plans of environmental protection. To be responsible for organization and coordination of the city's environmental protection inspection.

3. Division of Comprehensive Planning (Division of Regional Coordination)

To formulate environmental protection policies and plans. To coordinate and review the specialized environmental protection plans. To manage fixed assets investment and projects in the area of environmental protection. To formulate the annual goal and evaluation plans of environmental protection. To be responsible for the budget, accounting, management of fixed assets, finance, and internal auditing. To organize and coordinate pollution prevention and control in the Yangtze River Delta. To take the lead in the organization and implementation of environmental protection along the Yangtze River economy belt. To take the lead in partner assistance, communication, and cooperation in the field of ecology and environment.

4. Division of Laws, Regulations and Standards

To organize, draw up, and interpret the drafted laws and regulations related to local environmental protection as well as implementation details. To take the lead in the establishment of an environmental credit system. To manage the environmental protection standards, criteria and technical specification.

5. Division of Human Resources Management

To be responsible for affairs concerning personnel, institution establishment and wages. To guide the construction of environmental protection talent team. To be responsible for the double administration of leaders in environmental departments. To take charge of the reform of the administration system in environmental departments

6. Division of Science, Technology and International Cooperation  

To be responsible for environmental science and technology. To participate in the guidance and promotion of circular economy and environmental protection industry. To study and offer advice on problems occurring in international cooperation on environmental protection. To participate in the management of foreign affairs concerning ecology and environment. To be responsible for the correspondence with international environmental organizations.

7. Division of Nature and Ecology Conservation

To formulate ecological and environmental protection plans. To assess the ecological status. To guide the construction of ecological demonstration cases. To organize the preservation of bio-diversity and the administration of bio-security. To guide, coordinate and supervise the protection and restoration of ecology. To supervise the ecological protection red line and natural reserves. To supervise and guide the agricultural pollution control. To organize and guide rural environmental and ecological protection.

8. Division of Water Ecology and Environment

To be responsible for the supervision and management of surface water. To formulate and supervise the implementation of ecological and environmental planning of major watersheds and sea areas. To supervise and manage the ecological and environmental protection of drinking water sources. To take charge of, supervise and guided rainage setup.

9. Division of Marine Ecology and Environment 

To be responsible for the supervision and management of marine ecology and environment. To supervise the discharge of land pollution sources into the sea. To prevent and treat pollution and damage from coast and marine engineering projects, marine oil and gas exploration and development, and pouring of waste into the sea.

10. Division of Atmospheric Environment and Climate Change

To take charge of the supervision and management of the prevention and control of pollution concerning air, noises, light, fossil energy, etc.To organize the formulation of policies and measures to deal with severely polluted weather. To organize and coordinate the prevention and control of air pollution. To manage climate change and carbon emission reduction.

11. Division of Soil Ecology and Environment (Division of Solid Waste and Chemicals)

To take charge of the supervision and management of the prevention and control of soil, underground water, solid waste, chemicals, and heavy metal pollution. To be responsible for the comprehensive prevention and control of soil pollution. To supervise the prevention and control of the contamination of underground water. To organize and implement the administrative system of dangerous waste operation permission and registration of environmental control of new chemicals.

12. Division of Radiation Safety Regulation

To take charge of relevant work for the coordination system of radiation safety. To be responsible for the management of nuclear and radiation emergencies. To be responsible for the safety of radioactive sources and radiation devices. To supervise and manage the prevention and control of pollution generated from the application of nuclear technology, electromagnetic radiation, and the exploitation and application of radioactive mineral resources. To supervise and manage the design, production, installation, and non-destructive testing of equipment with nuclear technology.

13. Division of Environmental Impact Assessment and Emission Management

To be responsible for environmental impact assessment in planning, policy, and projects. To coordinate and manage sewage discharge permission. To formulate and organize the implementation of the admission list for ecological environment. To guide and coordinate the management of the ecological environment in the industrial zones.

14. Division of Ecological and Environmental Monitoring

To organize and implement the monitoring of environmental quality, emission reduction of greenhouse gases, and emergencies. To organize the survey, evaluation, prediction, and pre-warning of the situation of environmental quality. To be responsible for the establishment and administration of the environmental monitoring network. To organize the environmental statistics, the census of pollution sources, and the analysis of environmental situation. To be responsible for the general coordination and administration of total pollution emission control.

15. Division of Ecological, Environmental Law Enforcement and Emergency Response

To draft and supervise the implementation of the environmental law enforcement system and regulations. To organize inspection activities of environmental law enforcement. To organize the investigation and punishment of major environmental problems. To promote the comprehensive environment treatment in key areas. To guide the implementation of the compensation system on environmental damage. To formulate contingency plans to deal with sudden major environmental accidents and ecological destruction accidents. To guide and coordinate the management of environmental emergencies and regional pollution disputes. To guide comprehensive environmental law enforcement work.
