Experience Exchange Meeting on the Yangtze River Delta Shore Power Pilot Program Successfully Held in Nantong

Recently, a meeting was held in Nantong by Shanghai Combined Ports Administration Committee to share experience and achievements in the pilot program of shore power supply in Yangtze River Delta Ship Emission Control Zones. Altogether 56 experts and representatives from Shanghai, Jiangsu and Zhejiang’s government departments of transportation, shipping, maritime affairs and environmental protection, China Classification Society, the State Grid, ports, ship owners and shore power production enterprises gathered to summarize the achievements made in the process of the pilot program in the early stage and discuss on the topic that how to promote the application of medium- and high-voltage ship shore power facilities next.

 

The shore-to-ship power supply can effectively reduce emissions and noise pollution when the ships berth at the port. It plays an important role in ensuring energy safety, promoting energy conservation and emission reduction, and preventing air pollution. Since the establishment of the Yangtze River Delta Shore Power Pilot Port Area, the construction and operation project of medium- and high-voltage high-power shore to ship power facilities have been implemented smoothly with remarkable results thanks to the joint efforts of transportation, port and shipping authorities, ship owners, as well as ports and power enterprises. Altogether 35 sets of shore power facilities have been built in the Yangtze River Delta Ship Emission Control Zones, covering 44 berths for 200,000-ton cruise ships, 150,000-ton containers, 200,000-ton dry bulk cargos and ship repair wharfs. So far, two sets of shore-based power supply facilities have been built at Yangshan Guandong Container Terminal and services have been provided to 27 ships with a total service time of 446.66 hours and a total power supply of 561,052 kilowatt hours. Government departments have strengthened support for shore power construction. Shanghai Port has expanded spending on the construction of shore power facilities, power capacity increasing, operation and maintenance and subsidies for extra costs caused by the use of shore power on the basis of the "Work Program of Shanghai Port for Shore-based Power Supply Pilot for International Navigation Ships" jointly studied and formulated by the Municipal Transportation Commission, the Development and Reform Commission and the Municipal Finance Bureau. In 2017, Jiangsu Nantong Price Bureau issued “the Notice on the Clarification of Service Prices of Ship Shore-based Power Supply Facilities” to make clear the price of shore power supply service.
