8.哪些项目需要做环评？应该编制什么形式的环评文件（报告书、报告表、登记表）？
答
纳入环评分类管理名录的建设项目应开展环境影响评价，根据项目的行业类别、建设内容等，以及是否涉及环境敏感区确认需要编制的环评文件形式。报告书（表）需要进行审批，登记表需要进行备案[6]。
需编制环境影响报告书（表）的建设项目，建设单位应在开工建设前取得生态环境主管部门的环评文件批复。建议企业根据项目的工程内容和实施进度，预留充足的编制时间。

8.Which projects require an EIA? What form of EIA document should be compiled (Report, Form, Registration Form)?
A
Construction projects included in the Classified Management Directory of Environmental Impact Assessment should conduct an environmental impact assessment. The form of EIA document to be compiled is confirmed based on the project's industry category, construction content, etc., and whether it involves environmentally sensitive areas. Reports and Forms need to be approved by the ecological environment competent department; Registration Forms need to be filed online(record-filing) [6].
For construction projects requiring an Environmental Impact Report (Form), the construction unit should obtain the EIA document approval from the ecological environment competent department before starting construction. It is recommended that enterprises reserve sufficient compilation time based on the project's engineering content and implementation schedule.

9.什么情况下建设项目可免于办理环评？
答
（1）联动园区内，属于先导和支柱产业（如集成电路、电子设备、航空航天等）且符合特定要求的排污单位，可免于环评报告表的办理手续，直接申请排污许可证[7]。
（2）联动园区内，实施登记表备案类项目以及部分市政基础设施建设报告表项目（如自来水生产和供应；加油站；防洪除涝工程等），可免于环评手续[8]。
（3）上海化工区内医药制造业、化学原料和化学制品制造业、化学纤维制造业等 3 个行业中部分污染相对较小，环境风险基本可控的项目和张江科学城内电子元件及电子专用材料制造、专业实验室、研发（试验）基地等 16 个行业中部分污染相对较小，环境风险基本可控的项目，可免于环评报告表的办理手续[9]。
（4）临港新片区豁免目录清单内的28类行业，满足要求的部分建设项目，可免于环评报告表的办理手续[10]。
（5）产业园区内利用现有场地、现有设施开展生物医药实验室（P3、P4 实验室除外）研发成果就地转化的生产项目，满足规划环评要求且不新增污染物排放种类和排放量的，无需另行办理环评手续[11]。
产业园区内生物医药生产项目环评文件经批准后，仅原辅料、产品变化的，经原审批部门组织确认排污不增加且不涉及有毒有害污染物和新污染物排放的项目，无需重新办理环评手续。
（6）产业园区内集成电路制造、集成电路设备制造行业的研发（不含中试）项目和电子专用材料制造行业研发项目（含中试）环评文件经批准后，仅原辅料、产品变化的，经原审批部门组织确认排污不增加的项目，无需重新办理环评手续[12]。

9.Under what circumstances can a construction project be exempted from EIA procedures?
A
(1) Within Linked Industrial Parks, pollution discharge units belonging to leading and pillar industries (such as integrated circuits, electronic equipment, aerospace, etc.) that meet specific requirements can be exempted from EIA Form procedures and apply for a Pollution Discharge Permit directly[7].
(2) Within Linked Industrial Parks, projects implementing Registration Form filing and certain municipal infrastructure construction projects (such as tap water production and supply; gas stations; flood control and drainage engineering, etc.) can be exempted from EIA procedures [8].
(3) Projects within the Shanghai Chemical Industry Park in 3 industries including pharmaceutical manufacturing, chemical raw material and chemical product manufacturing, and chemical fiber manufacturing that produce relatively less pollution and basically controllable environmental risks; and projects within Zhangjiang Science City in 16 industries including electronic component and electronic special material manufacturing, professional laboratories, R&D (test) bases, etc., that produce relatively less pollution and basically controllable environmental risks, can be exempted from EIA Form procedures [9].
(4) Within the Lingang New Area, 28 categories of industries in the exemption list directory, and partial construction projects meeting requirements, can be exempted from EIA Form handling procedures [10].
(5) Within Industrial Parks, production projects utilizing existing sites and existing facilities to carry out on-site transformation of R&D results for bio-medicine laboratories (excluding P3, P4 laboratories), which meet planning EIA requirements and do not increase the types and amounts of pollutant emissions, do not need to handle separate EIA procedures [11].
For bio-medicine production projects within industrial parks, if the EIA document has been approved and only raw and auxiliary materials or products change, and it is confirmed by the original approval department that pollution does not increase and no toxic/harmful pollutants or new pollutants are involved, there is no need to re-handle EIA procedures.
(6) Within Industrial Parks, for R&D (excluding pilot test) projects in the integrated circuit manufacturing and integrated circuit equipment manufacturing industries, and R&D (including pilot test) projects in the electronic special material manufacturing industry, if the EIA document has been approved and only raw and auxiliary materials or products change, and it is confirmed by the original approval department that pollution does not increase, there is no need to re-handle EIA procedures [12].

10.什么情况下建设项目环评报告书可降级为环评报告表？
答
以下情况，原要求编制环评报告书的，可简化为环评报告表：
（1）位于联动区域范围内且未列入重点行业名录的项目[11、13]。
（2）集成电路和生物医药相关行业，未列入各自重点行业名录且符合相关政策要求的项目[11、12]。
（3）位于临港新片区且未列入临港新片区重点行业名录的项目[10]。

10.Under what circumstances can a construction project EIA Report be downgraded to an EIA Form?
A
In the following situations, where an EIA Report was originally required, it can be simplified to an EIA Form:
(1) Projects located within the scope of Linked Industrial Parks and not listed in the Key Industry Directory [11, 13].
(2) Projects in Integrated Circuits and Bio-medicine related industries, not listed in their respective Key Industry Directories and meeting relevant policy requirements [11, 12].
(3) Projects located in the Lingang New Area and not listed in the Lingang New Area Key Industry Directory [10].

11.环评大致分为哪些阶段？各个阶段的重点内容是什么？
答
环评大致分为两个阶段，第一个阶段是环评报告编制，第二阶段是环评报告审批。
（1）环评报告编制：建设单位委托专业机构编制环评报告，分析环境影响，并通过网络、社区公告等途径公示，充分听取社会各方意见后修改完善报告。
（2）环评报告审批：建设单位通过“一网通办”将环评报告（除涉密项目外）提交至生态环境主管部门后，主管部门对报告的内容进行审查，通过后项目才能开工。审查过程中，主管部门应当将受理的情况及最终的审批决定向社会公开。

11.What are the rough stages of an EIA? What are the key contents of each stage?
A
EIA is roughly divided into two stages: the first stage is EIA Report Compilation, and the second stage is EIA Report Approval.
(1) EIA Report Compilation: The construction unit entrusts a professional institution to compile the EIA report, analyze environmental impacts, and modify the report after fully listening to opinions from all sectors of society through internet, community announcements, etc.
(2) EIA Report Approval: The construction unit submits the EIA report (except for confidential projects) to the ecological environment competent department via "Government Online-Offline Shanghai" The competent department reviews the content of the report; only after passing can the project start construction. During the review process, the competent department shall make the acceptance status and the final approval decision public to society.
